This is a drawing by the original Betty Boop draftsman, Max Fleischer. He submitted them to the US patent office in 1931 as a design for a doll or similar.

I’ve given her a red dress – the colour of glamour.

A version of a Jazz age flapper, Betty Boop combined the childish with the sophisticated — she has a large round baby face with big eyes and a nose like a button.

Her sexiness was toned down in the mid-1930s as a result of the notorious American Hays Code to appear more demure, she became one of the best-known and popular cartoon characters in the world.

These are all original screenprints. An original print is a work of art printed by hand, from a plate, block, stone, or stencil (which is the case here - screenprints are made using screen stencils) that has been created by the artist for the purpose of producing the image.
